The Amiri Decree No. 284/2018 has been issued for the National Assembly to convene its third regular session of the 15th legislative term at 10:00 hours, Tuesday, Oct 30, 2018.

The session will be inaugurated by HH the Amir Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah.

After the opening speech by HH the Amir, the Speaker of the National Assembly Marzouq Al-Ghanim and HH the Prime Minister will address the MPs respectively.

After the election of the Observer and Treasurer of the National Assembly the Parliament will look at the three-pronged grilling request which has been filed by MPs Mohammed Al-Barrack and Shu’aib Al-Muwezri against the Prime Minister.

The points of interpellation are: the destructive government directives given to state institutions and government tolerance of influential people interfering in state affairs; the absence of justice in the implementation of laws, double standard policies when dealing with citizens and the violation of the Constitution, violation of their rights, revocation of citizenships and incarceration of MPs.

Before moving on to the next interpellation, the National Assembly will look at the final report of the Legislative and Legal Affairs Committee of the National Assembly concerning the court verdict issued in the case of MPs Waleed Al-Tabtabaei and Jama’an Al-Harbash.

The second interpellation which is scheduled to be discussed has been submitted by MP Riyadh Al-Adsani.

The points of interpellation are unjust appointments in senior government positions and promotions, ‘embezzlement’ of budgets and expenditures and undermining the parliamentary supervision (in accordance with Article 135 of National Assembly’s internal regulations.)

Furthermore, some MPs have made no secret about their intentions about membership in the committees of the National Assembly and almost everyone is expected to hold on to their earlier positions in the committees due to the mere fact that numerous important case files are still pending, and others suspended, which require the attention of the MPs who are familiar with the issues.

Other MPs argued there some temporary committees should not be formed again saying the permanent committees are more than capable of addressing their issues.

If it is because of the workload, they say, it would not make a difference as members of temporary committees usually fail to attend meetings due to their engagement in other committees of which they are part, and this creates another issue since the committees cannot convene to address the pressing matters for which they had been initially formed in the first place
